Evaluation of the Impact of the International Research and Studies Program
The Evaluation of the Impact of the International Research and Studies (IRS) Program project was undertaken to update, expand, and evaluate information on all IRS program grants. Since 1958, the IRS program has funded over two thousand projects which aim to improve and strengthen instruction in modern foreign languages, area studies, and other international fields.
JBL Associates and its subcontractor, the Center for Applied Linguistics, conducted a review of all grants funded by the agency since 1958. Primary and secondary data were also collected on the programs through surveys, existing program-related data files, and conducting document research. All data were cataloged into a database and analyzed to determine grant characteristics, funding patterns, and perceived program impact.
The database and research findings provide the most detailed and comprehensive picture available of IRS program grants, and directly support the operations of the agency by enabling staff to identify needs and priorities in future funding.
